Modernize deprecated Chisel/Firrtl constructs

- Build out a stage for tapeout
  - Refactor annotation construction
  - Create a CLI handler
  - create a TapeOutStage
- Remove outputForm reference from EnumerateModules
- New GenerateTopAndHarness is fresh implmentation of Generate.scala
- GenerateTopSpec is a work in progress
